State Deeds & Leases
Conveyances made to or from the State of Vermont shall be filed by the Vermont Department of Buildings and General Services, the Vermont Agency of Natural Resources, and the Vermont Housing and Conservation Board with the Secretary of State's Office pursuant to 3 V.S.A. § 103 as follows:
“(a) All deeds, contracts of sale, leases, and other documents or copies of same conveying land or an interest therein to the State, except for transportation rights-of-way, leases, and conveyances, shall be filed in the office of the secretary of state.
(b) All deeds, contracts of sale, leases, and other documents conveying land or an interest in land from the State as grantor, except for transportation rights-of-way, leases, and conveyances, shall be made out in duplicate by the authorized agent of the state. The original shall be delivered to the grantee and the duplicate copy, so marked, shall be filed in the office of the secretary of state.”

State of Vermont deeds, leases and/or other required filings for the above law should be mailed by the Department of Buildings and General Services, the Agency of Natural Resources, and the Vermont Housing and Conservation Board for filing purposes to the following address (Attn: Deeds and Leases Administrator). Conveyances to the State of Vermont, circa 1828 through the present, are are preserved in the State Archives (see series SE-008). All other land records, including the original recording of conveyances to and from the State of Vermont, are recorded and preserved in the office of the town clerk where the property is located.
