Houston, the studio owner, was a photographer based in Waterbury beginning about 1900 and was based in Montpelier beginning in the 1920's. After he died in 1942, the studio continued under different ownership. The photos are of state government buildings, governors, legislative groups (1931-1963), as well as non-government buildings, businesses, people, and town and mountain views.
