11, 2010 ________________________________________________ New Filing Deadlines for Independent Candidates Montpelier. Vermont’s filing deadlines for candidates were changed during the 2010 legislative session. Independent petitions for statewide, legislative and county office, as well as justice of the peace, for the general election are due no later than 5:00 p.m. on June 17, 2010 (the same deadline as major party candidates). All independent candidates, except for independent candidates for justice of the peace, must file petitions with the office of the Vermont Secretary of State by 5:00 p.m., June 17, 2010. Independent candidates for justice of the peace must file petitions with 30 signatures or one percent of the checklist, whichever is less, with the town clerk by 5:00 p.m., June 17, 2010. Major party candidate petitions and consent forms and minor party nominations for all offices – except justice of the peace – must be filed by June 17, 2010; all major party and minor party nominations for justice of the peace must be received by the town clerk by August 27, 2010. Middlesex. Governor James H. Douglas and Secretary of State Deb Markowitz will host the opening of the renovated and expanded Vermont State Archives and Records Administration (VSARA) building in Middlesex on Thursday, June 10th at 1:30 p.m. The event will include a ribbon cutting ceremony and remarks by Governor Douglas, Secretary Markowitz, and others who worked together to create not only the new facility but also a modern archival and records management program for the state. A division of the secretary of state’s office, VSARA was previously located in the Redstone building in Montpelier with only 1,500 cubic feet of storage capacity for archival records – the smallest in the country. Due to flooding from failing pipes and heavy rains, it became increasingly difficult to maintain the optimum vault environment needed to preserve the records. In 2006, the legislature appropriated $650,000 for site selection and design, and in 2008, $1.5 million was put in the capital bill to begin construction at Middlesex. This followed the 2008 consolidation of the former state public records division with the State Archives to create VSARA, allowing both programs to be housed in one facility and providing a single professional resource to manage public records. In 2009 an additional $6.8 million was approved to complete construction and address $700,000 in deferred maintenance to the existing record center. VSARA consists of the State Archives; the state records and information management program; the record center; and an administrative services unit responsible for everything from certifying Vermont birth, death and marriage records to fulfilling notary public supervision, Administrative Procedure Act procedures, and legislative clerk duties. The new facility better protects some of Vermont’s most valuable and important records, while improving service delivery. VSARA is currently working with numerous agencies to create more accurate record descriptions; retention periods that reflect current legal and administrative requirements; and standards and best practices for managing records digitally. All independent candidates, except for independent candidates for justice of the peace, must file petitions with the office of the Vermont Secretary of State by 5:00 p.m., June 17, 2010. Major party candidates must file petitions for the August 24, 2010, Primary Election by June 17, 2010 with their respective district clerk: statewide candidates file with the Vermont Secretary of State, candidates for state senate file with their senatorial district clerk, candidates for state representative file with their representative district clerk, candidates for county office (probate judge, assistant judge, state’s attorney, sheriff, and high bailiff) file with their county clerk. Major and minor party candidates for justice of the peace are nominated by town caucus or committee; all major party nominations for justice of the peace must be received by the town clerk by August 27, 2010. Minor party nominations for all offices – except justice of the peace – must be filed by June 17, 2010; all minor party nominations for justice of the peace must be received by the town clerk by August 27, 2010.
