Safe at Home Program Protects Victims of Violence

Secretary of State Deb Markowitz announces program has successfully reached target of over 100 participants

Montpelier.  Today Secretary of State Deb Markowitz announced that the Safe at Home program to protect victims of domestic violence, rape and stalking has reached its goal of serving over 100 Vermonters.  Markowitz said, “We are proud that the Safe at Home program is a Vermont success story.”

The Vermont Legislature established the “Safe at Home” Address Confidentiality Program in July, 2001.  The goal of the Safe at Home program is to help victims of domestic violence, sexual assault, and stalking, who have relocated or are about to relocate, in their effort to keep their perpetrators from finding them.  At the time the program was established it was expected that there were as many as 100 Vermonters who could benefit from the protection it offers.  To date there have been over 125 women, men and children who have participated in the program.

Markowitz said, “In Vermont we work hard to ensure that, in the aftermath of crime, victims are treated with compassion and dignity.  There are programs to help victims of crimes secure their rights under the law and there are services that offer them help and hope. One of these services is the Secretary of State's Safe at Home program.”  According to Markowitz the Safe at Home program is designed to prevent victims of domestic violence, sexual assault or stalking from being tracked down through the public records system. Markowitz said, “This office discovered that offenders could use the rules that require government records to be made available for public inspection to locate and then harm the victims of their crimes. Rather than responding by closing the public records, we worked with law enforcement and victim advocacy groups to craft a system to help keep victims’ locations confidential.”

Safe at Home helps participants keep their home, work and school addresses confidential by providing a substitute address to use when creating or updating public records, including records in the town office. Their mail is then forwarded to their confidential address.

Linda Hall, Safe at Home Program Coordinator said, “The Safe at Home program is an important part of the service network that is available to help protect Vermont’s victims of domestic violence, sexual assault and stalking. No one should have to live in fear.”

If you know someone who is in danger and could benefit from the Safe at Home program call the Secretary of State’s Office to see if the Safe at Home program can help. It’s easy and it’s free.
