    Vermont's 1777 Constitution, the state's founding document, had several radical innovations including a prohibition on slavery and universal manhood suffrage unencumbered by property qualifications. The Constitution also provided a mechanism, the Council of Censors, for proposing amendments, if needed, every seven years; and the constitution has been amended several times.  The 1793 Constitution remains the core of the current Vermont Constitution.

  • Managing Records
    (Electronic only)  This webpage is designed to provide professional assistance to public agencies in managing their records and information. The website also demonstrates how public agencies can collaborate with the Vermont State Archives to develop comprehensive records programs.

  • Maps and Lotting Plans
    (Electronic only)  This database is comprised of maps from Series A-204, which consists primarily of copies of lotting plans, though there are some originals. The lotting plans divided land among the original proprietors of the town who may have settled on the land or sold it.

    An introduction to the subject of public records. It is written for use by those who seek access to public records, and for the custodians of those records.

  • Legislative Role-Play Tour of the Vermont State House
    This role-play tour is designed for middle and high school students.  Students will consider a bill proposing to raise Vermont's smoking age to 21.  Starting in the Senate Health and Welfare Committee, students hear from witnesses and discuss and amend the proposed legislation.  The bill is then brought before the Senate and then to the House for debate, amendment, and a vote.  The bill, if passed, is then brought to the governor's desk for signature or veto.
